* Public temporary housing is built and offered by the national or local government to help those affected by disaster to rebuild their livelihood. For tenancy in such housing, applicants are required to meet certain prescribed conditions, including levels of their income and ownership of pets.

Securing, building and increasing the number of evacuation sites and public temporary housing where people affected by the earthquake can live together with their pets

TO: Minister of the Environment of Japan

【Objective】
We hereby request you to realize and ensure that pets and their owners (families) can live together at evacuation sites and in public temporary housing. This request is intended to enable both pets and their owners to maintain company in time of need during and after any disaster as well as to establish a new act with a view to ensuring their emotional stability.

1. Evacuation Sites
We hereby request you to realize and ensure that in an emergency, 25% of the evacuation sites are secured for the people taking refuge together with their pets, or that 25% of the area designated for one evacuation site is secured for such people.

2. Public Temporary Housing
We hereby request you to realize and ensure that in an emergency, 25% of the public temporary housing is secured for the people wishing to live together with their pets.

3. Supply of Food and Water to Pets in Emergencies
We hereby request you to realize and ensure that in an emergency, pets will be supplied with the minimum quantities of water and food required.

4. Cooperation for Maintaining Pets’ Health in Emergencies
We hereby request you to realize and ensure that:
A: Upon request from the owner of a pet in need of medical help, such request will be relayed and submitted to the veterinarians.
B: Pets whose owners have become unknown due to emergencies will be temporarily accepted at shelters and rescue facilities and will be provided with necessary medical examination and treatment and any other service for maintaining their health; photographs of these pets will be introduced on publications and websites to communicating information on temporary acceptance of these pets widely to the public.
